In view of increasing number of Japanese flag vessels, it is our great tasks to encourage more officers to take Japanese license (JISS) and prepare for forthcoming flag change of the vessels.
Some European, Indian and Filipino officers have already started to take a JISS course in Manila. Kaminesan, Kashimasan,
Bandaisan and Vega Trader are candidates for flag change in year 2009. All officers to work onboard Japanese flagged
vessel need to possess JISS license. The process of application of JISS license is not as simply as FOC flag-state license, but officer will need to attend the JISS course in Manila for about 2 weeks physically and license shall be issued only after successful pass of examination.
There are exemption which apply to Filipino officer only who possess an assessment sheet called" " The confirmation of Ship's Officer's capability" issued by master or C/E. Filipino officers if given this assessment by master or C/E during his services onboard, he is exempted some subjects from JISS license examination. This assessment will help Filipino officers to reduce time for JISS course and the company to produce more officers within limited period.
However, it is strange, master or C/E who can assess Filipino officers in the form of " The Confirmation of Ship's Officer's Capacity" must be under following national license holders.
1. Croatian
2. Bulgarian
3. Romanian
4. Indian
5. Japanese
Reason of that is Japanese government yet have had an agreement with other governments other than appended above.
Master and C/E holding above national license are kindly requested to carry out assessment on enclosed form ( rank-wise) when Filipino officer is scheduled to sign off along with MOL crew evaluation report and send the particular assessment to respective manning agent (MAGMOL or ORIMAN ) directly or send to SPFSD along with MOL crew evaluation.
It help all of us if master scan and attach to e-mail and send to concerned parties first as instructed by MOLTANK Japan
below. Original copy must be sent later from the port of call.
Copy of Master's national license is also required to attach to the assessment.

Master is kindly requested to take following procedures, for maximize Philippine officers who will take Japanese license, for reflagging to Japan flag ship.
Philippine officers are allowed to utilize â?ÂConfirmation of ship officer's capability(for approval)â? & completion certificate of Japanese marine law course, instead of marine technology examination, for acquiring Japanese license. (But, other courses such as GOC,SSO are not releasable by this documentation.).
Requirements
1) Master who holds Croatian, Bulgarian, Romanian, Indian, Japanese licenses, Should ensure his(or CE's) appraisal
about capability of Philippine officers (C/O, 2/O, 3/O, 1AE, 2AE, 3AE) who have boarded more than three months,
in attached form, and signature of proof.
(Remarks)
・Description of name etc should be completely same as COC.
・During pendency of disembarking schedule, "Still boarding" can be filled in for date of disembarkation.
・Please fill in â?Â○â? for all columns.
・Form for next rank can be used. For example, form for 2/O is available for officer in place of 3/O.
2)Master should arrange to dispatch original of above documentation to Philippine manning agencies, at the next port.
Scanned copy of COC/COE of Mater & C/E should be sent to manning agencies with report by e-mail, with report of
issue above documentation (name of Philippine officers, and Master, C/E), with copy to
MTSEG@mail.mol.co.jp .
